Abstract: The rights of ethnic minorities are recognized in international legal documents and are classified as civil and political rights; these are fundamental rights that ethnic minority groups in all countries are entitled to. This article focuses on analyzing how Vietnam’s national legal system regulates three levels of obligations: respecting, protecting and fully implementing the rights of ethnic minorities.
