Abstract: Preserving culture and promoting the internal strengths of ethnic minority communities are two organically related processes that interact with each other in the goal of sustainable development. Culture is not only a heritage that needs to be preserved, but also an important endogenous resource that contributes to shaping identity, strengthening social cohesion and enhancing the self-reliance of ethnic minority communities. This article assesses the current situation and the challenges it raises, emphasizing the need for close integration between cultural preservation and livelihood development, empowering ethnic minority communities and improving institutions and policies. Through this, the article affirms that only when culture is placed within the context of development and ethnic minority communities become important stakeholders can sustainable development in ethnic minority and mountainous areas be achieved.

(DTTG) - Abstract: Promoting the role of ethnic minority communities in the economic development of mountainous regions is a key requirement to ensure inclusive and sustainable growth in the current context. Ethnic minority communities are not only beneficiaries of policies, but also possess important endogenous resources such as local knowledge, production experience, social capital and unique cultural values. This research adopts a community-based development approach, analyzing the role of ethnic minority communities in organizing production, managing and sustainably exploiting resources, as well as participating in the economic value chain of mountainous regions. Based on an assessment of the current situation and the challenges faced, this article emphasizes the need to shift from a support and subsidy-based approach to an approach that empowers, enhances capacity and unleashes the inherent potential of the community. Thus, the research contributes to providing scientific arguments for the planning of sustainable economic development policies for mountainous regions, with ethnic minority communities at the center.
