(DTTG) - Abstract: This article analyzes the impact of the National Target Program for socio-economic development in ethnic minority and mountainous areas covering the first phase from 2021 to 2025 on the achievement of multidimensional poverty reduction goals in Vietnam. Research indicates that the Program not only contributes to improving incomes but also significantly reduces deprivations in areas such as education, healthcare, housing, access to clean water, access to information and essential infrastructure for ethnic minority communities. Innovating the approach to ethnic policy in the period of 2026-2030 from support to capacity building for development

English review | Dr. Ha Viet Quan - 19:58, 22/10/2026
Abstract: This article analyzes the need for innovation in the approach to ethnic policy in Vietnam during the period of 2026-2030, based on a synthesis and comparison of Party documents, State laws, and publicly available information on the results of implementing the National Target Program for socio-economic development in ethnic minority and mountainous areas during the period of 2021-2025. In the context of the National Assembly's approval of the Integrated National Target Program for the period of 2026-2035, the article argues that the focus of reform should not only be on increasing resources but should shift from the logic of “compensating for deficiencies” to the logic of “creating development capacity”, with people at the center, endogenous capacity as the foundation and development results as the standard for evaluation. This article identifies the anticipated challenges of integrating three national target programs into one. Based on this, it proposes innovative directions to improve the effectiveness of ethnic policies, narrow development gaps, and consolidate sustainable development in ethnic minority and mountainous areas.
