(DTTG) - Abstract: In the context of international integration and the strong impact of the Fourth Industrial Revolution, digital transformation is becoming an inevitable trend in reforming state governance, including the governance of ethnic affairs. This article focuses on analyzing the role and significance of digital transformation in improving the effectiveness and efficiency of ethnic affairs governance in Vietnam today, particularly in the planning, implementation and monitoring of policies. From there, the article suggests directions to promote digital transformation while ensuring inclusiveness, suitability to cultural and social characteristics, contributing to the modernization of ethnic affairs governance in the current integration context.

(DTTG) - Abstract: This article provides a general analysis of the results of ethnic affairs in 2025 in the context of governance reform and the vigorous implementation of the National Target Program for socio-economic development in ethnic minority and mountainous areas. Based on an assessment of achievements in institutional reform, infrastructure development, multidimensional poverty reduction, cultural preservation and human resource quality improvement, the author points out structural issues that need further research, including livelihood sustainability, cultural preservation, policy implementation capacity, the impact of climate change and the requirements for digital transformation… Therefore, this article proposes a vision for ethnic affairs in the period of 2026-2030 towards modern governance, based on data, community-centered and promoting sustainable development, thereby aiming to narrow regional disparities and improve the quality of life for ethnic minorities.

In secular life, that patriarchal system lasted so long that women accepted being inferior and submissive to men. The patriarchal lifestyle of “preferring sons over daughters” has been followed for a long time, becoming the norm, family tradition, village custom and national law. In spiritual life, femininity is often prominent and powerful, forming a system of belief systems that worship goddesses, with the Mother Goddess worship being a prime example. However, under the pressure of the market economy and the shift in social values, festivals are gradually becoming materialistic. Commercialization is not simply the appearance of buying and selling activities, but more fundamentally, it is a transformation in the nature of cultural behaviors. This article delves into an analysis of the commercialization of traditional festivals in Vietnam within the context of global integration. Through commercialization approaches, it’s not just the intrusion of buying and selling activities into sacred spaces, but also a transformation of the very nature of religious belief. With 4 core groups of causes: (1) Deviation in the spiritual consciousness of modern inhabitants; (2) Pressure for local economic growth; (3) Disruption of the community’s role as a subject; (4) Gaps in state management, from which to propose strategic solutions to restore the real value of the festival, with the community at the center of all conservation activities.

(DTTG) - Abstract: This article analyzes the interactive relationship between the traditional customs and practices of ethnic minority groups and the process of building new rural areas in Vietnam. Based on a cultural-development approach, the research indicates that the customary systems of ethnic minority communities are both an endogenous resource supporting the implementation of new rural development criteria and a potential barrier in terms of behavior, perception and social institutions. By identifying positive customary factors such as community cohesion, environmental protection and identity preservation, as well as negative factors such as outdated production practices, costly rituals and conflicts between customary and legal laws, this article proposes several flexible approaches suitable to the cultural context of ethnic minority and mountainous areas. Therefore, emphasizing the role of community-based development, local institutional improvement and the harmonious combination of preserving traditional culture with promoting innovation in building new rural areas in a sustainable and inclusive manner.
