Abstract: Rural digital transformation is a key component of the national digital transformation strategy. However, in rural areas inhabited by ethnic minorities and in mountainous areas, this process is proceeding slowly and has yet to yield significant impact. The article analyzes the current situation, identifies bottlenecks, and proposes solutions to accelerate digital transformation, thereby contributing to the effective implementation of the Politburo’s Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation and national digital transformation.

20:18, 15/09/2026 Abstract: In the context of rapid international integration and digital transformation, digital media is increasingly asserting its vital role in promoting the cultures of ethnic minority groups. This article analyzes the role of digital media as an effective tool for expanding the reach of these cultures transcending geographical boundaries and bringing local cultural values to the international community. Through digital platforms and multimedia technologies, the tangible and intangible cultural heritage of ethnic minority communities is being digitized, preserved, and vividly conveyed, thereby raising awareness and fostering dialogue and cultural exchange among nations. However, the article also highlights challenges such as the risk of commercialization, the distortion of cultural identity and the digital divide. On that basis, the author emphasizes the need to leverage digital media in a targeted manner, closely linking cultural promotion and preservation with sustainable development in the context of international integration.

Abstract: Ethnic minority culture is an important endogenous resource in Vietnam’s sustainable development strategy. Based on an analysis of policies and statistical data from the period of 2021-2025, this article clarifies the extent to which cultural values are transformed into economic values through the OCOP Program and rural tourism in ethnic minority and mountainous areas. The results demonstrate a significant expansion in product scale and revenue, as well as increased participation by ethnic minority communities in product and service value chains; this contributes to creating additional livelihoods for these communities and affirms the role of culture as an endogenous resource for sustainable development.

Abstract: Cultural security in ethnic minority areas is a crucial component of non-traditional security, inextricably linked to social stability, the strengthening of national unity and the country’s sustainable development. In the context of globalization, international integration and the explosion of the digital media landscape, the traditional cultural values of ethnic minority communities are subject to multifaceted impacts, giving rise to new challenges for ensuring cultural security. The article approaches the issue based on the theoretical framework of cultural security and the governance of cultural diversity; it analyzes the current situation and identifies risks such as the erosion of cultural identity, the disruption of cultural transmission and the exploitation of cultural and religious issues to incite social instability. On this basis, the author proposes several orientations and solutions to strengthen cultural security and uphold the community’s role as the primary actor, thereby contributing to the stability and sustainable development of ethnic minority and mountainous areas in the current new era.
